# United Kingdom illegal content risk assessment: summary

Version 2026-10-31

A summary of KinkEU's assessment of the risk that people in the United Kingdom meet illegal content here, made for the Online Safety Act 2023, and of what we do about each risk. The full assessment is published as the document United Kingdom illegal content risk assessment, on the Legal page. It is reviewed at least once a year and whenever the service changes in a way that matters.

## What KinkEU is, for this assessment

KinkEU is a service where adults aged 21 or over share posts, pictures, films, streams and messages with each other, find people and events, and publish pages of their own. Much of what is shared is adult and sexual material, made by the members who publish it. The features that matter most for risk are:

- members can upload pictures and films, and stream live
- members can write to each other privately and in groups
- members can be found by search and by distance, once they choose to be
- members can pay each other in Keys, and some sell content or services
- members can make pictures, films and text with the AI Studio

## How the risk was judged

For each of the eighteen kinds of priority illegal content the regulator's guidance lists, and for other illegal content, we judged how likely it is to appear here and how much harm it could do, looking at the features above, at who uses the service, at how reports are handled, and at what regulators and other adult platforms have published. Each kind was given a level: low, medium or high. A person who chooses the United Kingdom as their region is told the service is not provided there, but because that rests on their own choice, the assessment is written as if people in the United Kingdom use KinkEU.

## Highest risks

These kinds are high, because the service is built around adult sexual material and private messages between adults:

- child sexual abuse material: any image of a child is forbidden, and the minimum age is 21. Uploaded pictures and films are checked with automated tools for children and for known abuse material, a possible child always goes to a person, and material showing a child is removed and reported. Every member who uploads confirms that everybody shown is 21 or over
- grooming of children: the minimum age is 21, but age rests on a declaration and a date of birth until an age check the regulator accepts as highly effective is in place, and private messaging exists. A profile is in no search until it is reviewed, nobody is on the map unless they choose to be, and reports about age go first
- intimate image abuse, including pictures shared or made without agreement: forbidden, with a report press on everything and urgent handling. A person shown may have material removed. Real people may not be shown in the AI Studio without their agreement, and its results are marked as made with AI
- extreme pornography: the acts the law names are forbidden by our content policy, including staged non-consent, strangulation and serious injury. Strong material must be marked and is covered until a member chooses it
- sexual exploitation of adults: arranging it is forbidden, providers are approved before they are listed, and reports of coercion go first. It is high because sessions in person can be arranged and paid outside KinkEU

## Medium risks

- links to child sexual abuse material: nothing can be shared without an account, and links on members' own pages are reviewed
- human trafficking: arranging it is forbidden. Reports of coercion go first, and providers are approved before they are listed
- harassment, stalking, threats and abuse, and controlling or coercive behaviour: blocking that cannot be got around by a new name, muting, reporting from every message, and anybody may end any arrangement at any time
- fraud and financial offences, and the proceeds of crime: Keys stay inside KinkEU, and withdrawals are reviewed by staff and limited
- cyberflashing: a picture in a first message from somebody not yet accepted stays blurred until the receiver chooses to see it, and adult media marked by the sender is covered
- other illegal content, such as copyright infringement, taken together

## Low risks

Terrorism, hate offences, unlawful immigration, drugs and psychoactive substances, firearms, knives and other weapons, encouraging or assisting suicide and serious self harm, foreign interference and animal cruelty are judged low. They have no connection with what the service is for, and each is forbidden by our rules and removed on report. Sexual material involving an animal is forbidden.

## Measures across every kind

- a report press on posts, pictures, films, messages, profiles, streams and events, and a contact form for everybody without an account
- the most serious reports handled first, removal of illegal content once we know of it, and a statement of reasons and an appeal for every decision
- a minimum age of 21, a declaration before any page, and a date of birth. A live face check, which shows a real person is present and does not estimate age, opens messaging, posting, streaming and spending
- one account for each person, so a closed account cannot simply return
- terms and policies that say what is forbidden, in plain words, in twenty one languages
- threats to life and child abuse reported to the authorities

## Children

The service is for adults only, and is not meant to be used by children. The assessment of whether children can use it, and the protection of children from adult material, is set out in the age eligibility and age assurance document.

## What is planned

The full assessment lists the measures we plan and have not yet put in place, such as an age check the regulator accepts as highly effective. No date is promised for any of them.

## Changes

This summary carries a version and a date. When the assessment is reviewed, a new version is published.
